To create a sitemap for a Blogger (blogspot) blog on Google Webmaster Tools  you may do really few action:

1. register and verify you site on GWT
2. click on sitemap link and click on “Add a sitemap”
3. then select “add general web sitemap” and insert this url:
   atom.xml?orderby=updated
